MediaWIki 1.28. Running refreshLinks.php only adds '''more''' refreshlinks jobs

Likely cause rMWb8b01aa589 that adds jobs to the queue but doesn't execute them.

When I updated SMW to newest version this problem went away. Sorry, didn't realize I had an outdated version of it.
