I am convinced, the big chunk of the issue lays in the definition of "expactations". There are so many political games where teams negotiate lower targets to "exceed expectations" and others are either honest or not powerful enough to protect their interests, and get "below". Expectations will be ever subjective. In order to approach to objectivity, the best way is to set relative targets, comparing to the market environment. Thus, a team will be looking outside, analysing what's going on, and trying best to capture the momentum.

Defined Goals: Ensure that team members have a clear understanding of their roles, responsibilities, and performance expectations. SMART Goals: Set Specific, Measurable, Achievable, Relevant, and Time-bound goals.

ALWAYS try to Provide Constructive Feedback or use "Sandwich Approach". Offer clear, actionable feedback that focuses on both strengths and areas for improvement. Constructive feedback helps team members understand their performance and how to enhance it. Schedule regular meetings to review progress, address any issues, and adjust goals as needed. Regular check-ins help maintain focus and accountability.
