Struggling to balance priorities in urban planning projects?

Better public transportation is needed in big towns to spare time which is the most problematic resource today for the most of citizen

Understanding the specific needs of the community is crucial for sure! But the days are long gone when you try to understand the needs to community and design. In this age of data analytics, before interacting with the residents, we should analyze all the data on who lives there, where do they shop, how long do they travel for work etc.. and come up with a design concept. And once that homework is done, we can present it to the residents and those one on one meetings with them will be fruitful. Suddenly all the conversations will lead to actionable points and better refinement of the initial design. To be honest, who else is a better critic, than the user himself/herself.

We had an aggregate pit in the middle of town. Mysteriously it reopened with state contracts to pave roads at night. But the neighbors liked that the plant had been shut down and quiet for two years. Nobody wants to get in the middle and solve this. I as Planning Director came up with a compromise that let the plant function for 2 years since the public wanted the roads repaired and understood that night operations would not impede traffic as much as daytime operations. But the paving contractor agreed to vacate the premises in two years. Everybody was equally dissatisfied, but unanimously supported the recommendation because every body gave a little. This is the art of compromise.

Importante seguir as recomendações dos instrumentos nacionais, criar mecanismos de engajamento e identificar dentre necessidades conflitantes, aquelas que são prioridades por interesses multiplos. Sugiro utilizar instrumentos como Geodesign e outras metodologias de consultar popular.

Study critically/ objectively at priorities listed for urban development. Separate first which are low hanging fruits yielding good dividends in short term with minimum resources and minimum investment , from one which has long term implication requiring larger investment , manpower, resources and time. Opt for short term priorities; based on dividend yield, coverage of area/communities; focusing on poor, providing basic essential of life and empowering people & making them more productive. Ensure these short term options are fitted within long term priorities so that they become useful/relevant to the city . All this need to be settled within a well defined planned framework, looking at resources/manpower available.

existing policies,zoning regulations,byelaws ,environmental regulations,all needs to be aligned with the planning project ,thereafter stakeholder consultation after the first draft is prepared considering all factors ,inputs from various stakeholders to be incorporated in sync with all regulations and hence things can be prioritized.

Let me refer to the case in India, we have URDPFI guidelines to be followed to align with sustainable urban planning policies and design. To be very specific, for the case of Green space per person, URDPFI recommends having a minimum of 10 to 12 sq.m/person in any Indian City. It's very shocking to see any Indian City not having more than 2 sq.m/person. Check your city status! High time for stakeholders to prioritise and follow the urban planning and policy guidelines for sustainable urban planning.

One of the major aspect that the policies neglect is to impose the minimum wage scheme or earning per capita. Due to most of the development associated with best fit of average earning , the data mostly biased due to the outliers. It will be better to ensure wage, income, affordability as well as the intergenerational prosperity during framing policies specifically focused on city development.

Mais uma vez digo, temos leis, temos códigos de obras, temos leis orgânicas, etc. Para cada município, já houve discussão das necessidades e prioridades básicas. Fica a pergunta, mas cientes que já sabemos as respostas. Porque não às executam?

Efficient Allocation: Allocate resources, including budget, time, and personnel, based on priority tasks. Ensure that critical tasks have the resources they need to avoid bottlenecks. Monitor and Adjust: Continuously monitor resource usage and make adjustments as necessary to stay on track.

A ampliação do conceito de sustentabilidade deve pautar o planejamento urbano, de modo a redescobrir formas de ocupar e viver nossas cidades. Fortalecer ações que visem uma relação harmônica entre os seres que habitam o mesmo espaço, bem como destes seres com o próprio espaço. Não estamos em tempo de reduzir o conceito apenas a ações ambientais voltadas ao uso de recursos e produção de resíduos.

Após a criação de um projeto abrangente de todas as necessidades básicas já descritas em leis, aplica-se o design, também respeitando seus biomas.

Ao meu ver, até certo ponto, a opinião da sociedade é importante. Assuntos tão importantes deverão ser discutidos com especialistas, pessoas que dirão seus argumentos baseados e fundados em pesquisas, ensaios e evidências.

La participación de la comunidad de manera ÚTIL y utilizada no de manera oportunista, ha de servir para someter a conocimiento público y suficiente difusión, también los temas complejos relativos a la planificación, tales como la protección del medio ambiente en su área de influencia. Lamentablemente, este enfoque no puede contar con el apoyo de quienes no pertenecen al territorio o territorios próximos, pero que por los movimientos migratorios y libertad de residencia podrán ser futuros residentes en el territorio.

Urban planning projects can be financed through public finding, private sector investment, and international aids. Common sources of funds for large scale infrastructure include government expenditure, Public Private Partnership (PPP), and municipal bonds respectively. Further, development banks such as the World Bank, ADB, JICA, AIIB etc. also provide credits for urban schemes and climate funds are more aimed at sustainable activities. There are also emerging the practices of crowdfunding and community financing for the relatively smaller and focused local initiatives. In order to effectively address urban growth and infrastructure demands it is therefore important to balance the utilization of these funding sources.

Use Data-Driven Insights: Employ Geographic Information Systems (GIS), Building Information Modeling (BIM), and other technologies to gather data and model scenarios. Data-driven decisions can help optimize resource allocation and anticipate potential conflicts. Simulation and Modeling: Test different scenarios using simulation tools to predict outcomes and prioritize actions that yield the best results.
