Continuing Professional Education (CPE) Pilot Program Implementation

On January 31, 2023, Public Act 1 of 2023 (PA1) appropriated funds to support the implementation of required annual in-service training standards for all licensed law enforcement officers in accordance with rules promulgated under section 11(2) of the MCOLES Act (1965 PA 203, MCL 28.611). Although the Commission has always had the authority to require in-service training, the lack of funding made it unfeasible for the Commission to implement annual in-service training requirements. The Michigan Legislature recognized the importance of continuing education for law enforcement and enacted PA1 to appropriately fund this initiative. Consequently, the Commission is following the direction and intent of the Michigan Legislature and the MCOLES Act to promulgate rules with respect to mandatory in-service training.

Based on research and consistent with in-service training requirements around the country, the Commission is implementing in-service training requirements for all licensed law enforcement officers in Michigan, with a 3-year pilot program beginning in June of 2024. Going forward, the required in-service training requirements will be referred to as Continuing Professional Education, or CPE.

Governor Whitmer signs bill to fund in-service training for licensed officers

On January 31, 2023, Governor Gretchen Whitmer signed Public Act 1 of 2023 (PA 1) into law. PA 1 provides for a continuing education training requirement for licensed law enforcement officers and includes $20 million in funding.  

This is a long-awaited advancement in training and training resources will be the foundation to better safeguard our communities, increases agency effectiveness and efficiency, and provide updated knowledge, skills, and safety practices for all officers throughout their entire career, no matter where in our state they serve. 

A great deal of work lies ahead, and this process will take time to develop and identify relevant, timely and necessary quality training.  The Commission will provide updates as it moves forward with this work and implementation of the program.

Pursuant to section 238 of PA 166 of 2022, the Michigan Commission on Law Enforcement Standards posts this notice that it has adopted a hybrid policy that includes in-person, remote, and alternative work arrangements. The department or agency has the authority to assign and schedule its employees and determine their work location.  This policy also provides for work options contingent upon the operational needs of the department or agency.  Approval is at the discretion of the department or agency and can be changed or rescinded based upon operational needs.  The policy includes which positions may qualify for a work option, how to request one and the requirements necessary for approval.
