RE: HOTEL RESERVATIONS

For situational awareness, the main conference hotel is currently sold out, so we have secured an overflow room block at the Residence Inn City Center-Philadelphia. The hotel is next door to the conference hotel and rooms are available for the night of the 14th through the night of the 17th, departing on Wednesday the 18th. We have a limited number of hotel rooms available at a discount of $211/night plus tax.

Voucher Program

The U.S. Department of Energy (DOE) Office of Technology Transitions (OTT), in collaboration with the Offices of Clean Energy Demonstrations (OCED), Fossil Energy and Carbon Management (FECM), and Energy Efficiency and Renewable Energy (EERE), today announced the reopening of five voucher opportunities (“VOs”) to accelerate clean energy technology adoption and launch two new VOs with $15 million in available funding to support manufacturers via the Voucher Program. The program helps small businesses and other non-traditional partners access testing facilities or obtain third-party subject matter expertise needed to advance their technologies, business, or energy projects to the next level. The available support works to increase the adoption readiness of the participating organizations and ultimately brings impactful, clean energy technologies to fruition nationwide. Five categories of in-kind support are reopening for submission. Submissions from potential voucher support providers must be submitted by July 9th at 3 pm ET. Expands Commitment to a Just Transition for Clean Hydrogen

The U.S. Department of Energy’s (DOE’s) Hydrogen and Fuel Cell Technologies Office (HFTO) today launched a new web resource, Clean Hydrogen and Environmental Justice, underscoring HFTO’s commitment to a just and equitable clean energy transition benefitting all communities, particularly those that have endured disproportionate harm from of energy infrastructure in the past. Addressing environmental and energy injustice and inequity is a key aspect of the holistic approach to the rollout of clean hydrogen embodied in the U.S. National Clean Hydrogen Strategy and Roadmap.

 

Hydrogen Shot Fellow

HFTO is also soliciting applications for a Hydrogen Shot Fellow to work on its Environmental Justice and Community Engagement team. For this position, HFTO is looking for applicants with experience in community engagement and environmental justice, preferably related to hydrogen or related sectors such as natural gas. The Environmental Justice and Community Engagement team works to embed environmental justice and equity into all aspects of the office’s efforts, including through supporting the implementation of community benefits plans, supporting public education, and identifying community concerns about hydrogen. The fellow will support project management, including community engagement efforts such as the Harnessing Hydrogen Public Forum.

Through A.58 Increasing Participation of Minority Serving Institutions in Earth Science Surface-Based Measurement Networks (IPMSI), NASA is looking to enhance the participation of Minority Serving Institutions (MSIs) in surface-based measurement networks. To broaden the base of investigators involved in SMD-supported science and engineering, SMD especially seeks proposals from investigators and institutions that have rarely, if ever, received funding from NASA. To be eligible to propose to this program element the proposing organization must be an R2 MSI, however R1 MSI scientists are eligible to be Co-Investigators.

 

ROSES-2024 Amendment 13 delays the proposal due date for A.58 IPMSI to June 10. Also, a FAQ has been posted under other documents on the NSPIRES page for this program element.

International Space Station Education and Workforce Funding Opportunity

Full Proposal Deadline: July 1

The International Space Station (ISS) National Laboratory is soliciting research to leverage the orbiting outpost for education programs and training for space-focused careers. This ISS National Lab Research Announcement (NLRA) is open to U.S.-based institutions (academic, commercial, government, or not-for-profit) with a vested interest in workforce development and science, technology, engineering, and mathematics (STEM) education. The solicitation has up to $600,000 total allocated funding, with the expectation to award four to five projects.

 

Proposals must seek to create or expand education programs, projects, or public-private partnerships that leverage the space station or space-based research to engage post-secondary students (including colleges, universities, community or junior colleges, and vocational institutions), enhance K-12 learning, or provide professional development experiences for formal and informal educators. Concepts submitted in response to this announcement must specifically state how proposed initiatives will target and reach underrepresented demographics. Proposals for flight projects must include a statement defining how the scientific aims will benefit from being evaluated in space. Proposals are being accepted for the Early Stage Innovations, as an appendix to the STMD, Space Technology Mission Directorate, umbrella NASA Research Announcement titled SPACETech REDDI 2024, Space Technology Research, Development, Demonstration, and Infusion 2024. The deadline for a notice of intent is 5 p.m. EDT May 9. The proposal deadline is 5 p.m. EDT June 6.

 

The Space Technology Research Grants Program within STMD seeks proposals from accredited U.S. universities to develop unique, disruptive, or transformational space technologies with the potential to lead to dramatic system level improvements — performance, weight, cost, reliability, operational simplicity, or other figures of merit associated with spaceflight hardware or missions. The projected impact at the system level must be substantial and clearly identified.

 

The solicitation exclusively seeks proposals that are responsive to one of the following two topics:

·    Computational Materials Engineering for Lunar Metals Welding

·    Passive Lunar Dust Control through Advanced Materials and Surface Engineering

2024 Dual Use Technology Development at MSFC Accepting Applications

Applications are being accepted for the 2024 Dual Use Technology Development at Marshall Space Flight Center grant that will advance state-of-the-art technology that will play a role in the agency’s return to the Moon. The application deadline is Sept. 30. The announcement can be viewed on the NSPIRES website.

 

The purpose of the Cooperative Agreement Notice (80MSFC24M0001) is to identify candidate technology partnerships with U.S. industry and academic/non-profit organizations that complement the technology development interests of NASA’s Marshall Space Flight Center. The goal is to support collaborative, resource-sharing projects where the NASA partner is developing a technology primarily for its own public purposes, and NASA can provide financial support or other assistance. The agreement focuses on supporting entrepreneur, researcher, and innovator ideas to advance the commercial space sector and benefit future NASA missions.

Amendment 2 to the NASA ARMD Research Opportunities in Aeronautics (ROA) 2024 NRA has been posted on the NSPIRES soliciting proposals from accredited U.S. institutions for university-led proposals. The application deadline is 5 p.m. EDT May 29.

 

The University Leadership Initiative (ULI) provides the opportunity for university teams to exercise technical and organizational leadership in proposing unique technical challenges in aeronautics, defining multi-disciplinary solutions, establishing peer review mechanisms, and applying innovative teaming strategies to strengthen the research impact.

 

Research proposals are sought in six ULI topic areas in Appendix D.4.:

It is important to not only have a capability statement in the MSI Exchange, but to also ensure that the information is periodically updated with the current point of contact.

NCAS Mission 1: Discover Registration is Open

Registration is open through June 10 for the NASA Community College Aerospace Scholars (NCAS) Mission 1: Discover. Mission 1: Discover takes students through a five-week, self-paced online course where they gain broad knowledge of NASA’s mission directorates and discover NASA career paths. Students can expect to hear from subject matter experts and learn about NASA’s missions dedicated to space exploration, technology, and aeronautics research. Mission 1: Discover is the first of three missions designed to challenge and build student knowledge and skills by focusing on NASA’s mission goals, team collaboration, and career pathways. Mission 1: Discover sets a baseline for all participants wishing to pursue subsequent NCAS missions. For example, Mission 2: Explore is an online mission planning simulation where community college students are prepared for eligibility to Mission 3: Innovate, an engineering design challenge. Engineering design challenges are hosted at a partner institution or a NASA field center. NCAS alumni are also eligible for NASA internship opportunities.

Students interested in a Spring 2025 internship are encouraged to submit an application by Aug. 23. NASA’s Office of STEM Engagement (OSTEM) paid internships allow students age 16 and up to contribute to agency projects under the guidance of a NASA mentor. Requirements include U.S. Citizenship and a minimum 3.0 GPA. One application has the possibility of being viewed by a mentor at any NASA Center. Prior experience is not required. Kibo Robotic Programming Challenge

Deadline: May 13

Applications are being accepted for the Kibo Robotic Programming Challenge, which is an educational program where students solve various problems using their coding skills to autonomously control free-flying robots aboard the International Space Station. The application deadline is May 13.

 

The competition design includes a time requirement, gameplay environment parameters, and a scoring system to determine the top teams. Student teams compete in the preliminary round in their country of origin, and the top team from each individual competition proceeds to the International Final Round.

Every eligible student to apply will be registered to participate, if part of a student team with at least three students. All participants must meet the requirement for U.S. citizenship. University Student Research Challenge

Deadline: June 20

 

University Student Research Challenge (USRC) seeks to challenge students to propose new ideas/concepts that are relevant to NASA Aeronautics. USRC will provide students, from accredited U.S. colleges or universities, with grants for their projects and with the challenge of raising cost share funds through a crowdfunding campaign. The process of creating and implementing a crowdfunding campaign acts as a teaching accelerator – requiring students to act like entrepreneurs and raise awareness about their research among the public. The proposal deadline is June 20.

 

The solicitation goal can be accomplished through project ideas such as advancing the design, developing technology or capabilities in support of aviation, by demonstrating a novel concept, or enabling advancement of aeronautics-related technologies.

 

Eligibility: NASA funding is available to all accredited U.S. institutions of higher education (e.g. universities, four-year colleges, community colleges, or other two-year institutions). Students must be currently enrolled (part-time or full-time) at the institution. NASA has no set expectations as to the team size. The number of students participating in the  investigation is to be determined by the scope of the project and the student Team Leader.

Community Townhall to Discuss ROSES-2024 Program Elements

 

NASA’s Science Mission Directorate will hold a virtual community townhall at 12 p.m. EDT June 20 to discuss two ROSES-2024 program elements: F.8 Supplements for Open-Source Science (SOSS) and F.14 High Priority Open-Source Science (HPOSS). Both program elements are open for ROSES-2024 with no fixed due date, and submitted proposals will be evaluated on a rolling basis. The F.8 and F.14 opportunities for ROSES-2024 will be open until March 28, 2025.

 

Individuals are encouraged to register in advance to attend the virtual townhall. After registering, an invitation to the WebEx webinar will be emailed. Registrants are encouraged to submit questions in advance.

 

The townhall will include an overview and description of both program elements and discuss eligibility, elements and requirements for proposals, and general guidance on applying. Following the presentation, Program Officers will address questions from the community.

Applications Open for DHS FY24 Targeted Violence and Terrorism Prevention Grants

The Department of Homeland Security (DHS) released the Fiscal Year (FY) 2024 Targeted Violence and Terrorism Prevention (TVTP) Grant Program Notice of Funding Opportunity (NOFO). Administered by the DHS Center for Prevention Programs and Partnerships (CP3) and the Federal Emergency Management Agency (FEMA), the TVTP Grant Program is the only federal government grant program dedicated to helping local communities develop and strengthen local capabilities that prevent targeted violence and terrorism. In FY 2024, $18 million in TVTP grants are available for such projects run by state, local, tribal, and territorial government agencies, nonprofits, and universities. The applications must be submitted through FEMA GO by May 17, 2024. DHS will announce recipients in September 2024.

They are available in different languages, for children of different age groups, for children from Tribal communities, for young survivors of human trafficking, and for those navigating criminal and family and dependency courts. COPS Office Grant Announcement New Funding Opportunity Open Now!

The 2024 Law Enforcement Mental Health and Wellness Act program is a competitive grant program that provides funding to improve the delivery of and access to mental health and wellness services for law enforcement.  The 2024 LEMHWA program will fund projects that develop knowledge, increase awareness of effective mental health and wellness strategies, increase the skills and abilities of law enforcement, and increase the number of law enforcement agencies and relevant stakeholders using peer support, training, family resources, suicide prevention, and other promising practices for wellness programs. All local, state, territorial, and tribal law enforcement agencies that have primary law enforcement authority are eligible to apply.

The Major Cities Chiefs Association (MCCA) released its Q1 2023 & 2024 violent crime report. Violent crime continues to trend down for the majority of MCCA member agencies. When compared to Q1 2019 pre-pandemic levels, homicides are up 16% and aggravated assaults are up 7.5% in the USA.

2024 NUSTL SAVER Topic Survey Now Live

DHS is seeking input directly from emergency responders on the types of technology and equipment being considered for purchase and use. You are invited to complete the online Topic Suggestions Survey for System Assessment & Validation for Emergency Responders (SAVER) to provide suggestions on equipment topics you would like to learn more about.

 

SAVER, a program at the National Urban Security Technology Laboratory (NUSTL), publishes market survey reports and assessments of commercially available emergency response equipment. These publications enable first responder agencies to make informed equipment purchases. Publications are available on the SAVER website (https://www.dhs.gov/science-and-technology/saver).

 

SAVER will use your input to inform upcoming program activities.

About the Workforce Recruitment Program (WRP):

International Space Station Education and Workforce Funding Opportunity

The International Space Station (ISS) National Laboratory is soliciting research to leverage the orbiting outpost for education programs and training for space-focused careers. This ISS National Lab Research Announcement (NLRA) is open to U.S.-based institutions (academic, commercial, government, or not-for-profit) with a vested interest in workforce development and science, technology, engineering, and mathematics (STEM) education. The solicitation has up to $600,000 total allocated funding, with the expectation to award four to five projects.

 

Proposals must seek to create or expand education programs, projects, or public-private partnerships that leverage the space station or space-based research to engage post-secondary students (including colleges, universities, community or junior colleges, and vocational institutions), enhance K-12 learning, or provide professional development experiences for formal and informal educators. Concepts submitted in response to this announcement must specifically state how proposed initiatives will target and reach underrepresented demographics. Proposals for flight projects must include a statement defining how the scientific aims will benefit from being evaluated in space. Proposals are being accepted for the Moon to Mars eXploration Systems and Habitation (M2M X-Hab) 2025 Academic Innovation Challenge, which is a university-level challenge designed to develop strategic partnerships and collaborations with universities. The proposal deadline is April 26.

 

NASA’s Exploration Capabilities (EC) Program will offer multiple awards of $13K to $50K each to design and produce studies or functional products of interest to NASA. (See Section 3.2, M2M X-Hab Proposal Topic List.)

 

This challenge has been organized to help bridge strategic knowledge gaps and increase knowledge in capabilities and technology risk reduction related to NASA’s vision and missions. A capability statement is a one-page document that serves as a resume for your MSI and can open doors that inspire relationships with strategic partners. Having a capability statement in the MSI Exchange offers a competitive advantage, as federal agencies, industry, and academia use the MSI Exchange to identify MSIs for teaming opportunities and competitive federal awards such as grants, cooperative agreements, and contracts. It is important to not only have a capability statement in the MSI Exchange, but to also ensure that the information is periodically updated with the current point of contact.

Apply for a Fall Internship at a NASA Center

Students who are interested in a fall internship are encouraged to submit an application by April 5. NASA’s Office of STEM Engagement (OSTEM) paid internships allow students age 16 and up to contribute to agency projects under the guidance of a NASA mentor. Requirements include U.S. Citizenship and a minimum 3.0 GPA. One application has the possibility of being viewed by a mentor at any NASA Center. Prior experience is not required. Proposal Reviewers are needed for the NRC’s Fiscal Year 2024 Research Grants

The U.S. Nuclear Regulatory Commission (NRC) is looking for potential volunteers from academia who are willing to serve as technical reviewers to evaluate our FY 2024 research grant proposals.  Please submit the names of interested individuals and which subject areas (listed below) they can support the agency to Sarah.Shaffer@nrc.gov no later than March 20th.

 

This year, the NRC is expected to award approximately $8-9M and anticipates there may be up to 20 grants awarded.  The NRC’s grant program provides funding to support research and development for nuclear science, engineering, technology, and related disciplines to develop a workforce capable of supporting the design, construction, operation, and regulation of nuclear facilities and the safe handling of nuclear materials.  With your support we can ensure that grant proposals are properly evaluated and are relevant to the programmatic mission of the NRC.

 

At this time, we do not know how many reviewers will be needed.  We will not know until the Notice of Funding Opportunity closes (April 1st), and the number of eligible proposals is determined (there were 77 proposals reviewed last year).  Once determined, the proposals will be binned by technical area and review panels will be organized.  For planning purposes, the estimated timeframe for the review process is approximately 3 weeks. We anticipate the reviews to start the week of April 22nd.  Reviewers will have approximately 2 weeks to review proposals (April 22 – May 3) and then another week to participate in a review panel teleconference (estimated May 6-15).  We estimate 8-10 proposals to be assigned to each review panel.

Foreign Service Fellowship for HBCU Students | Meridian International Center

The Meridian-Cox Foreign Service Fellowship for Emerging Leaders is a fully-paid enrichment and training program seeking to expand awareness and access to Foreign Service careers to students from underrepresented communities across the United States. A partnership among Meridian International Center, the Una Chapman Cox Foundation, and Community Colleges for International Development, the Foreign Service Fellowship provides undergraduate students with insight into American diplomacy while underscoring educational, internship, and career paths within the U.S. Foreign Service. The program will spotlight the vital work of Foreign Service Officers, while also teaching the critical soft skills necessary to succeed in a diplomatic career. Fellows will enhance their understanding of diplomacy and international affairs through site visits while developing their career development skills through workshops and networking opportunities.

 

The Fellowship draws upon the Cox Foundation’s commitment to strengthen the U.S. Foreign Service, advances CCID’s work building pathways to global careers at community colleges, and leverages Meridian’s experience developing leadership and diplomatic training for emerging leaders around the world.

 

The Meridian-Cox Foreign Service Fellowship for Emerging Leaders will take place in Washington, DC, from Sunday, June 23 to Saturday, June 29, 2024. Activities will include a full-day visit to the U.S. Department of State, an interactive two-day diplomatic skills training course, a diplomacy simulation, panel discussions with representatives from the broader U.S. Foreign Service apparatus, and site visits. A tour of Washington monuments and cultural activities will also be included. The fellowship will also include at least one virtual workshop prior to and following the Washington program.

ARC is seeking ACRI applicants for the fall 2024 semester. ACRI is an applied research training program for Appalachian college students to support economic development initiatives for their communities. Students of participating ACRI schools are enrolled in a for-credit academic course to design and lead research projects in Appalachian communities to address regional challenges. As a finale for the coursework, students and their faculty sponsors travel to Washington, D.C., to present their work to other student delegations, ARC leadership, and community leaders at the Appalachian Collegiate Research Initiative Capstone Symposium.

Millions of Americans have few or no transportation choices. The design of our cities, towns, suburbs, and neighborhoods, and investments in transportation infrastructure heavily influence peoples’ access to mobility choices. Decisions that federal, regional, state, local, and Tribal governments have made— including ones made decades ago—have shaped our current transportation landscape and as a result, in many parts of the United States driving a personal vehicle is the only mobility option. These decisions have also often caused disproportionate environmental and health impacts on low-income, minority, and underserved communities and deprived them of investments in accessible, affordable, low-carbon transportation options.

 

Research and technology advancements are needed to address these longstanding mobility inequities. Bringing together progress in enabling technologies like telecommunications, data analysis, and clean energy with innovations in connectivity, business models, and service design creates new opportunities for people to get where they need to go, when they want to get there, safely and at a price they can afford. Research and development of such technologies can expand access and improve mobility for all Americans.

 

Through this NOFO, U.S. DOT seeks to advance research and technologies that support the Department’s goal of expanding accessibility and mobility to underserved communities, including people with disabilities, older Americans, and rural and disadvantaged communities.
