Knowledge Products

The Independent Evaluation Section (IES) delivers products and services in line with its three strategic pillars of mandated work, with pillar 3 focusing on: Knowledge Products, Communication, Partnerships and Innovation. In line with UNODC Strategy 2021-2025"UNODC will conduct evaluations in UNODC's mandated areas of work, as well as utilize evaluation and oversight results to provide information at an aggregate level, for example, through meta-syntheses.

See below IES evaluation-based meta-syntheses of UNODC evaluation reports, thematic evaluation-based syntheses, as well as meta-syntheses jointly undertaken with other UN organizations and meta-syntheses by other UN organizations referencing UNODC evaluations. For more information, see also the 2-pager IES Year in Review with achievements in relation to evaluation knowledge products and systems, as well as the 1-page Brief on Evaluation Knowledge Management at UNODC.

UNODC META-SYNTHESES AND THEMATIC SYNTHESES

META-SYNTHESIS: 2019-2021 EVALUATIONS

META-SYNTHESES JOINTLY UNDERTAKEN WITH OTHER UN ORGANIZATIONS

UN-WIDE GLOBAL SDG COALITION META-SYNTHESIS OF PEACE (SDG 16)

IES is co-chairing, together with OIOSUN Peacebuilding Support Office and UNDP, the UN-wide meta-synthesis on evaluation results of the Peace Pillar (SDG 16) of the Global SDG Synthesis Coalition, which will be presented at the Summit of the Future in September 2024.

This is a multi-agency initiative of more than 40 UN entities, organizations and global evaluation networks to synthesize rigorous evaluative evidence in line with the five pillars of the Sustainable Development Goals - People, Planet, Prosperity, Peace and Partnership. For more information, see: Peace Pillar | THE GLOBAL SDG SYNTHESIS COALITION

JOINT SYSTEM-WIDE META-SYNTHESIS OF UN GLOBAL COUNTER TERRORISM STRATEGY

In response to requirements for evaluative evidence across individual entities, IES led the first ever joint system-wide meta-synthesis of work under the UN Global Counter Terrorism Strategy, in coordination with UNODC Terrorism Prevention Branch and in cooperation with the UN Office of Counter Terrorism and the UN Interregional Crime and Justice Research Institute.

The exercise forms part of a larger strategy to enhance cooperation between UN organizations on evaluation in the area of counterterrorism and preventing and countering violent extremism. See the full Meta-Synthesis Report and the 2-page Brief.

EU-UN COMPENDIUM OF GOOD PRACTICES

As a follow-up initiative on the joint system-wide meta-synthesis of work under the UN Global Counter Terrorism Strategy, IES jointly led, together with UNOCT, the first EU-UN Compendium of Good Practices in Measuring Results in Counter Terrorism (CT) and Preventing and Countering Violent Extremism (PCVE). It was launched during a side event at the Counter Terrorism Week in New York in June 2023, highlighting good practices across UN and EU entities, building the basis for future collaboration between the EU and the UN.

See the Compendium (unedited version) and a Summary (4-pager). A related UNOCT/UNODC Community of Practice on evaluating CT and PCVE has further been established.
